    The representatives of Union and SPD decided in exploratory talks to become more modern and equitable. Much is still nebulous, but a very concrete agreement is also in process: after daycare and crib places, parents should finally get a legal claim to a place in a full-time primary school.

    So far, situation in federal states is very different. While all elementary schools in Hamburg are open around afternoon, doors for three-quarters of school children in Bavaria are closed at noon. Parents who work, however, also need a care place for ir children if y are older than six years.

    For this, but also for digitisation of schools and equipping of vocational schools, possible coalition partners promise a so-called investment offensive. The word sounds like more than a temporary project to be able to build a canteen. How high sum will be, however, is still unknown. In addition, Confederation may soon support not only financially weak municipalities as before. Everyone should be able to get money.

    Staff and content remain country matter

    The so-called cooperation ban is thus at least softened. It says that federal government must not give money to education, because it is (and remains, even after probes) a matter of country. The Bavarian Minister of Culture and former President of Conference of Ministers of Culture, Ludwig Spaenle (CSU) says time online that re is de facto no formal cooperation ban, but merely clear constitutional responsibility of countries for school Education. The joint competence of federal Government and Länder is regulated in research and science. According to Spaenle, this means that personnel, organisation and content remain responsibility of Länder in sense of federalism. In future, however, Confederation will be able to support countries, for example, in rehabilitation of schools or in equipping computers not only on a temporary and regional basis, but reliably and nationwide. So it should give money from confederation, but it should not be allowed to influence educational policy.

    But re is much to improve, especially when it comes to promoting disadvantaged students. Germany is particularly bad here, as a primary school study has just shown again. The expansion of all-day schools and full-time care is, for example, a suitable means, says Spaenle. In fact, all-day school was never intended solely to relieve parents. It should actually promote children, whose parents cannot help with homework or pay for lessons and music school. However, exploratory paper does not say anything about quality standards. Wher re will only be a eke care between 2pm and 3pm in All-day school, or wher children are specifically encouraged to catch up, to learn German and to nurture talents – that remains open so far.

    The quality of schools and kitas always depends on how many teachers can be hired. This is particularly expensive and may not be financed in future by Confederation, as it looks. The teachers and educators are already missing everywhere. Schools have to help with cross-entrants, re is a lack of specialist teachers and individual support.
