Refugees: it could pop again

Derehemalige Chefdes Berlin Office for Health and Social Affairs (LAGESO) Sebastian Muschter warns that Berlin authorities could collapse again under a new drastic increase in number of refugees. "It könntenochmal pop," says Muschter in current issue DerWochenzeitung time.

The Lageso was competent authority for refugees in Berlin until 2016. After office was overclaimed, Berlin Senate, with National Refugee agency, created a new authority now responsible for refugees. According to Muschters estimation, administration was Erheblichbesser set up as 2015 and 2016. The structural problems remained seienaber – and had ir roots in "MassivenKürzungswellen" in years before. "There were an extremely large number of outgoings, administration was eroded in a nasty way."

ImLageso would have been able to foresee administration's management 2014, velopmentshould office with rising number of refugees did not haltenkonnte step. A forward-looking management was "completely absent." That was a clear omission, "says Muschter, who led Lagesoim year 2016 and was previously head of ÖffentlicherSektor department at McKinsey Consulting. "I accuse Dasniemand personally, but basically derBehördenleiter would have to be at gate of Lageso chains and Senatsignalisieren: so it goes no furr, Authority Wirdexplodieren!"

Muschterfordert that or authorities are planning better for future as well. There is no "place where we serve citizen, staff: we have too few people in construction and youth offices, wenigeLehrer and policemen. At same time re are too many in back office, i.e. administration of administration. "

Muschterbeklagt fear culture in authorities. Instead of finding solutions for Problemekreative, officials clung to engeVorschriften--also because y feared violating rules unddeshalb suspected of corruption. "Corruption is not our problem, but rar that undKorruption too few mistakes are made for fear of breaking law."

The state must accept rationale of efficiency, that it sometimes spends more money than necessary. "I think it's perfectly okay if a small portion of government spending is wasted," sagteMuschter time. "For example, we should stop VonHartz-IV recipients from reclaiming se tiny sums." Damiterspare, state has always had new complaints.
