The office of the Surgeon General recently announced the promotion of Capt. Palmer A. Orlandi Jr., Ph.D., to the rank of Rear Admiral and the U.S. Assistant Surgeon General.

He is a son of Palmer and Josephine Orlandi, of Roseto, currently residing in Washington, D.C.

Rear Adm. Orlandi is a graduate of Bangor Area High School and Lafayette College. He earned his doctorate from the University of Kentucky. He received a Commission in the U.S. Army in 1981 and since 1991 has been an officer in the Commission Corps of the Public Health Service.

He joined the U.S. Food and Drug Administration in 1997 after his postdoctoral research training at the Walter Reed Army Institute of Research and the National Institutes of Health.

He currently is the chief science officer and research director in the FDA Office of Foods and Veterinary Medicine.

Dana Spinks, of Washington, N.J., serving with the Company B, 3rd Battalion, 142nd Aviation recently received a promotion in the Army National Guard to the rank of 1st lieutenant.

Navy Reserve Lt. Cmdr. Cameron M. Rountree has returned to the U.S. after being deployed overseas at a forward operating base to serve in support of Operation Enduring Freedom.

He was serving an 11-month assignment as director of future operations for the Combined Joint Task Force-Horn of Africa, based out of Camp Lemonnier, Va. In this position, he led a team of crisis-action planners in planning operations in 10 east African countries, responding to regional instabilities, and assisting the U.S. State Department in protecting U.S. interests.

Rountree is a 1998 graduate of North Hunterdon Regional High School, Clinton Township.
