CLEVELAND, Ohio — A 15-time felon is accused of following two Case Western Reserve University students and masturbating near them at the Panera Bread restaurant in University Circle.

Damon Williams, 43, is charged with first-degree misdemeanor voyeurism. He was arrested by Case Western Reserve University police about 11 a.m. Tuesday.

An arraignment date has not yet been set.

The incident happened about 10:30 a.m. Tuesday. Williams was captured on surveillance video at the Dunkin Donuts walking into the coffee shop attached to the university’s Barnes and Noble book store, according to police reports.

He sat down, put his hands down his pants and began masturbating, police reports say. About seven minutes later, he left Dunkin’ Donuts.  

The two 21-year-old women who are students at Case reported Williams followed them from Dunkin’ Donuts across the street to the Panera Bread, according to a police report. 

He followed the girls up to the second floor of the restaurant and again masturbated, police reports say.

Case Western Reserve police found him walking near Dunkin’ Donuts. Officers reported knowing Williams from a previous public indecency conviction in April at the Barnes and Noble store in University Circle.  

He refused to provide a statement to police after his arrest and was booked into the Cleveland City Jail.

Williams has 15 prior felony convictions dating back to 1994. Five convictions are for drug possession, two for drug trafficking and one each for burglary, attempted burglary, unauthorized use of a car, aggravated theft, vandalism, attempted escape and attempted felonious assault on a police officer.
