The National Commission for Markets and Competition (CNMC) has requested Adif Alta Velocidad to discount the fees charged to operators for the increase in traffic derived from liberalization.
The infrastructure manager has already planned to discount traffic that exceeds a threshold that already includes the increase derived from the liberalization of high-speed passenger transport services and the commissioning of new lines.
However, the capacity of the companies’ infrastructure and rolling stock limits traffic growth beyond that threshold. Therefore, in practice, Adif Alta Velocidad would not be offering a discount.
For this reason, in its report on the Adif and Adif Alta Velocidad Network Statement for the years 2023 and 2024, the CNMC requests the manager to modify that threshold to discount the increase in traffic derived from liberalization.
The CNMC has positively assessed that the 2024 Network Statement will be published in advance, so that railway companies can find out the conditions of access to the network before requesting, in June 2023, capacity for the 2024 service schedule .
On the other hand, Adif and Adif Alta Velocidad have included in their Statement certain information on the temporary capacity restrictions caused by the works, after the CNMC so requested in a resolution last July.
They have also indicated that when a section of track is affected by these works, they will report on the new available capacity 4 months in advance of disturbances in the case of passenger traffic, and one month in advance in the case of passenger traffic. of goods.
In any case, the CNMC has insisted that there are still improvements that must be included in both Network Statements, such as the detail of the new schedules on the affected sections.
