External borders of the eu: travel, non-essential, banned for two additional countries

The member countries of the european Union have made a first update of their joint list of third countries for which they recommend to lift the travel restrictions on non-essential at the external borders of the EU. Compared to the first list published at the beginning of July, there has been reduced to : Montenegro and Serbia are ejected.
