This is the return of the debate on the income tax for all. That every French person pays the tax on the income “at the height of its means”? This track has been re-launched on Sunday by the minister of territorial Cohesion, Jacqueline Gourault, as a possible outcome to the great national debate before being dismissed by the prime minister.
The idea is not new. If the principle of progressivity remains undisputed (the fact that its rate is higher for higher incomes), the question of its universality comes back regularly on the table.
founded in 1914, the tax now affects less than half of the tax households of the country and an increasingly low tax revenues of the State. A weakness has been compensated for by the creation of the generalized social contribution (CSG), a kind of second income tax, but that it is not progressive. Who is paying the income tax (IR)? How does it work? Le Figaro made the point.
