When it’s good, it must be said also. And this is exactly what the Court of auditors in its report public in 2019, on the subject of military service adapted (SMA), a military structure of socio-professional integration for the jeunesde 18 to 25 years away from the job residing in overseas and created in 1961 on an experimental basis, before being extended in the 1980s and more established in 1996 with the end of national military service in the army. The SMA now includes 8 units, including a detachment to PĂ©rigueux and 7 regiments overseas (RSMA) and more than 6,000 volunteers, according to the promise of president Sarkozy in 2009 to double the size.

For the Court of accounts, the goal of 6000 volunteers assigned ten years ago has been reached by the end of 2017, including reducing the average duration of training (6 months minimum, compared to 12 previously, for the volunteer interns who want to reorient themselves or have difficulties of integration – 1 year minimum, renewable 4 times, for volunteer technicians to the young graduates at a minimum a CAP) for an average annual cost of 200 million euros, of which two-thirds are assigned to the payroll. The Court finally notes that “the driving of the SMA could be improved in terms of governance and its property management”. The council of SMA, instance consultative inter-ministerial established in 2011 and responsible for the functions of study and help with the strategy, no longer met since… 2012, “a night flight and a better knowledge of the national data and devices relating to the training and insertion”.

In 2017 as in 2009, the rate of insertion (the volunteers with a paid job 6 months or training after the end of their contract) is close to 80% for interns, “which confirms that the ADM is able to meet the challenge of number,” notes the Court. As technicians, it is restated in 2017, to nearly 71%, after having won in 2013 at around 53%, a decline that seems to be explained by a priority given to the volunteer interns during the first years of the plan ADM 6000″. Little fit even in the military, whose needs have grown in recent years: less than 6% for the interns and 26% for technicians. Finally, three years after their release, 47% of the volunteers of the SMA were to retain a sustainable employment, which is 20 points more than the non-beneficiaries of this device. In general, note to the Court, the insertion in the job appears more difficult in the last two years, with a low performance of women, non-graduates and to recipients of short-term training.

Remains the question of the cost of the device, which asks the Court of auditors, 36.847 euros in 2016, compared to 51,000 euros recorded before the doubling of the workforce and the decrease of the average duration of training (at a constant perimeter, it remained stable at 51.118 euros). A cost close to that of the military service voluntary, but is higher than that of the EPIDE, a similar device.

Because he must say something, the Court of auditors recommends in the conclusion of his report that the organization and management of the SMA will be supported, that a rebalancing in favour of longer training courses and qualifications will need to be operated and that a better monitoring of the social inclusion, in particular after the first 6 months after the release of the contract, should be put in place.
