-Official launch of the carbon neutrality pilot project in the China-EU Green and Digital Innovation Cooperation Zone (Taicang)
BEIJING, Aug. 9, 2023/PRNewswire/ — On August 8, 2023, the kick-off meeting of the China Green and Digital Innovation Cooperation Zone carbon neutrality pilot project was held in Beijing, China -EU (Taicang). The meeting was jointly organized by the China-EU Carbon Neutral Cooperation Office (CECCO), the Center for International Economic and Technological Cooperation of the Ministry of Industry and Information Technology (MIIT) and the Taicang Municipal Government. Senior Chinese officials from the Ministry of Industry and Information Technology (MIIT), Ministry of Ecology and Environment (MEE), Jiangsu Provincial Government, Suzhou Municipal Government and Taicang Municipal Government attended the launch meeting , together with Chinese and European business representatives and industry experts from policy, energy and resources, industry, finance, digitization and certification sectors, all to show support for the implementation of the Pilot Project.
The core of the China-EU (Taicang) Pilot Project is a “Zero Carbon Digital Industrial Park”, located in the city of Taicang, Jiangsu province, in the Yangtze River Delta region of China, adjacent to Shanghai. The Commissioning Area will have an estimated population of approximately 150,000, setting the goal of carbon neutral by 2028 with an area-wide traceable carbon footprint based on a digital system.
The China-EU (Taicang) Pilot Project has defined goals and paths in the following eight key areas: planning, digital governance, energy, resource recycling, industry, construction, mobility and logistics, as well as lifestyle. Taking the entire area as a city laboratory for carbon neutrality, a series of sub-projects are set up that focus on green energy infrastructure, circular economy, 1.5 degree lifestyle, viable communities, fully digitized and transparent management of the carbon footprint, etc. So far, a carbon-neutral roadmap and implementation plan have been developed, with joint efforts between Chinese and European partner institutions, including the China Building Standard Design and Research Institute (CBS) of the China Technology Group. Construction of China (CCTC), Power China HuaDong Engineering Corporation (HDEC), Roland Berger (Germany), Dassault (France), TÜV Rheinland (Germany), among others.
The launch of the China-EU (Taicang) Pilot Project is a practical action to jointly address climate change by Chinese and European green digital partners from the private sector, with the support of the public sector and social organizations, helping to achieve the goals of Sustainable Development 2030 of the United Nations (SDG 2030).
More Chinese and European companies and institutions are invited to share the incremental carbon neutrality market created in pilot projects and take steps for global climate governance innovation.

Led by consensus at the China-EU High-Level Dialogue, a “Committee of Senior Experts” in areas of sustainable development has been established to guide the organization of pilot projects on China-EU carbon neutral innovation cooperation (referred to as “Projects China-EU Pilot”), on the basis of the existing platforms of exchanges, dialogues and cooperation mechanisms between China and the EU in various fields of sustainable development and the “Green and Sustainable Development Conference”.
On the platform of the Green Sustainable Development Conference, more than 40 government agencies, social organizations, research institutions, financial institutions and leading enterprises have collectively launched the “Earth Aspiration Action Initiative (E2A)” from China, Germany , France, Italy, Denmark and Sweden, among other countries, including ABB (Switzerland), EDF (France), RINA (Italy), Deutsche Börse Group (Germany), etc. Opportunities for cooperation are shared and jointly built within such international partner network, including selected 28 China-EU pilot projects (2022), covering 13 different countries, including China, EU, Germany, France, Italy, Spain, Finland, etc
Currently, the China Green Sustainable Development Association (CGSDA) Secretariat is applying for pilot projects and partners for the year 2024, which is open for global applications.
