RIYADH, Saudi Arabia, March 9, 2023 /PRNewswire/ — The Saudi Arabian Ministry of Justice (MOJ) successfully concluded the first day of its inaugural International Conference on Justice in Riyadh. Throughout the day, 12 international speakers led panel discussions and workshops dedicated to the central theme of the conference, “Facilitating access to justice through digital innovation”, sharing their insights on the transformative impact of technology in the field of world justice.

In his keynote address to the conference, H.E. Dr. Walid al-Samaani, Minister of Justice of Saudi Arabia, explored how justice systems are changing rapidly in light of digital transformation, highlighting the importance of harnessing innovation not only to address current challenges, but also to make justice more efficient and accessible to all in the long term. “In view of the rapid global changes in all areas, including the justice sector, we must keep pace with these developments and take them as an opportunity to progress, especially with regard to technologies that support and improve judicial guarantees. “His Excellency pointed out.

At the opening of the conference, H.E. Dr. Al-Samaani joined the Saudi Minister of Investments, H.E. Khalid Al-Falih, on the licensing of three foreign law firms: Herbert Smith Freehills LLP, Latham and Watkins LLP, and Clifford Chance LLP. These licenses are the first of their kind to be granted to foreign firms working in Saudi Arabia, and their presentation at the conference highlighted the spirit of international cooperation that the act embodies.

During the first session, entitled “The future of the judicial system in light of the digital transformation”, H.E. Dr. Samaani discussed the increasing role of technology in the judiciary with ministers and senior dignitaries from the European Union, Singapore, Morocco and Tunisia. In the second session, “International Experiences in the Digital Transformation of the Justice Sector”, representatives from countries as far away as Azerbaijan and China joined H.E. Majed Al-Salloom, Deputy Minister for Digital Transformation and ICT at the Saudi Ministry of Justice, to compare notes on how their respective jurisdictions are managing the surge of digital processes that are transforming the global judicial landscape. In the last session of the day, “The legal dimension of artificial intelligence”, world experts in the fields of law and technology discussed the issue of artificial intelligence and justice, including its challenges and possible regulatory approaches.

Although the three sessions on the first day covered a wide range of topics, from the future application of AI to expediting judicial processes, a common theme emerged: the need to balance the benefits offered by new technologies with the requirement that justice remains “human”.

By enabling the exchange of knowledge and experience, the International Conference on Justice offers stakeholders in the field of global justice a forum to learn and ultimately reap the benefits of digitalization in this field.

Saudi Arabia has experienced a rapid digitization process in recent years. Saudi citizens have access to more than 150 electronic court services through the Ministry of Justice’s Najiz portal, including the ability to obtain marriage certificates online and conduct electronic property transfers in less than an hour. With its advances in digital governance and justice, the Kingdom is now ranked first in the region and third globally in the World Bank’s GovTech Maturity Index, making it a leader in digital government solutions.
