The Federation of Superior Bodies of the State Administration (Fedeca) has convened a concentration in front of the Ministry of Finance and Public Function on Wednesday, April 26, to protest against the call for oppositions with lists of temporary workers.

Fedeca and the Association of State Treasury Inspectors, who are also joining the protests, have expressed their total opposition to the intention to include, without “discrimination or any explanation”, in the latest calls for public employment a section that makes it possible the elaboration, by the selection board of the candidates, of a list of interims that would become part of the Administration staff.

“It is a total violation of the principles of equality, merit and capacity that govern said selection processes,” the higher bodies of the Administration have criticized in a statement.

As they maintain, the reduction of temporary employment in the public sector is in line with what was already indicated in 2020 by the judgment of the Court of Justice of the European Union, which recognized at the time that Spain had made an abusive use of the figure of temporary officials, hired as interim.

In addition, they recall that the Recovery, Transformation and Resilience Plan that Spain sent to the European Union contemplates the objective of reducing temporary employment in public employment below 8% for which stabilization processes are currently being carried out.

For the superior bodies, the call, without any discrimination, of all the selection processes including a possible list of interims means returning to this irregularity already sanctioned by the Court of Justice of the European Union. “In addition, the seriousness of this fact is accentuated in the call for positions that entail the exercise of administrative powers,” they warn.
