The Ministry of Finance and Public Function has launched two calls for selective processes for public employment as civil servants in the Superior Bodies of the General State Administration (AGE), with a total of 1,095 positions, as published by the Official State Gazette (BOE). ).
The offer of 1,095 jobs is intended to reinforce the Superior Corps of Information Systems and Technologies of the State Administration (known as the ICT Corps) and the Superior Corps of State Civil Administrators (CSACE).
Most of the positions correspond to the ICT Corps, for which 900 positions are called, with 800 free shifts and 100 internal promotions. The remaining 195 are allocated to CSACE, with an offer of 155 free shift positions and 40 for internal promotion.
In these processes, the positions provided for in both bodies are grouped within the Public Employment Offers (OEP) for the years 2021 and 2022, in line with the Government’s plans to equate the publication of calls with the year corresponding to their OEP.
As the data from the previous calls, framed in the 2019 and 2020 OEPs, both the ICT Corps and the CSACE are two of the specialties most in demand by opponents.
In both cases, the number of applicants usually multiplies by 10 the places offered. Once the exams are completed, the coverage levels for new civil servants and civil servants exceed 80%.
Regarding the ICT call, this new offer for opponents is designed to advance the process of transformation and digitization of public services.
According to the Public Function, the plans of the public administrations go through responding to citizen needs in a “more personalized and agile” way through public services of the “highest quality”. “Digitization is key in this process, as it contributes to improving the effectiveness and efficiency of the Public Administrations,” underlines the department of María Jesús Montero.
Regarding the offer of public employment for the CSACE, the Public Function highlights that it is a key body in the development of public policies and administrative management. “The 195 places offered are also part of this modernization process and to improve what the citizen receives from the Administration at any point in the country,” he underlines.
As already happened in the selection processes corresponding to the OEP of 2019 and 2020, the tests established to pass the oppositions will be carried out in a territorialized manner, so different venues can be established throughout the national territory so that applicants can take the exams. in a geographical environment close to their place of residence.
Both selection processes will be made up of four tests, which will be completed in a maximum of one year from the date of the first exam. Said tests, according to the Public Function, have been reformulated to make the selection process more “agile and respectful” with the applicants.
It has also opted to take into account the prior training of applicants in language exams, present in both processes, and for which the possibility of validation of a title that accredits this knowledge is offered.
Specifically, the ICT Corps opposition will consist of a first multiple choice exam of 130 questions, the second will be a case study with its corresponding reading and the third will be the language exam.
In the CSACE, the first test will be writing composition exercises, the second will be languages, the third an oral test before the court and the fourth the resolution of a practical case.
As for the agendas, in both cases there have been slight modifications based on the recommendations of the professional associations that represent public employees of both bodies, according to the Ministry.
In the ICT case, the call establishes an agenda of 133 topics, while for the CSACE 114 topics of common subjects and 52 of specialty have been planned, having to choose from the latter among legal, social, economic or technical subjects.
