The agreement between the Civil Service and unions includes some 2,500 places of urgent coverage in Social Security
The Government has proposed a public employment offer (OEP) for 2023 of more than 30,000 positions for the General State Administration (AGE), 20% more than last year, according to union sources.
Civil Service and unions have met this Monday and have agreed to the immediate processing of the royal decree approving the public employment offer for 2023, including both the provision of free shift access places and internal promotion.
According to union sources, CSIF and UGT have signed the agreement with the Government, while the CCOO has refused to sign it for lack of specific figures and because the document presented by the Executive “does not guarantee public service to citizens.”
Among the points of the agreement for this job offer, which is expected to be approved this Tuesday by the Council of Ministers, highlights the 20% increase in the places offered for the General State Administration (AGE) compared to 2022. Last year , the offer was 24,600 positions -12,339 of free entry and 9,261 of internal promotion–, with which this year it would be around 30,000 places.
The agreement also includes the call for some 2,500 positions of urgent coverage of the Administrative Corps of the Social Security Administration and with an increase of 30% of the positions for officials of the C1 and C2 bodies.
The calls for the selection processes provided for in the public employment offer for 2023 must be published before December 31, 2023, except for justified cause proving its impossibility. In the event that the state of execution of the opposition phase of calls derived from previous job offers coincides with the previous date, the accumulation of the places pending call will be provided, together with those that, where appropriate, are offered. in the immediately following financial year.
In addition, from UGT they point out that, exceptionally, and without prejudice to the development of other measures that expedite the selective processes of the public employment offer of free access, in those areas in which it is considered necessary for an adequate provision of services , interim civil servants or temporary labor personnel may be appointed.
CSIF considers that this offer represents a significant advance compared to last year’s offer, which was already qualified as a historic offer, and aims to streamline the selection processes, favor the internal promotion system, the professional career and guarantee adequate templates for the real needs of the citizenry.
In any case, in the absence of knowing the breakdown of the figures, CSIF requests special reinforcement in highly stressed departments such as public policy management, digital transformation, social cohesion, science and research, infrastructure, ecological transition, Tax Agency, Inspection of Work and Penitentiary Institutions.
