His presentation, however, is very much expected by the business sector and NGOS, is ultimately postponed. “There have been requests to clarify certain provisions, and this is what we’re going to do. We will improve the text to make it more ambitious,” said François de Rugy, minister of the Ecological Transition and Solidarity, this morning on BFMTV. The latter had referred to a report, “a week or two”.

With the crisis of the “yellow vests” and the outcome of the grand national debate, the government intends to make some changes. Thus, the objective of reduction of consumption of energy, which had to be revised downwards to 17% by 2030, instead of the 20%, will not be finally planed. As for the one on carbon neutrality in 2050, a term that was meant to replace the old objective of dividing by four the greenhouse gas emissions, it will be “strengthened in order to remove any ambiguity about the ambition of France,” says the Elysée palace. “The subject of a revised text, is that it be as clear as possible”, insists François de Rugy. These changes will require a new notice of the State Council, but this should not delay “nor the parliamentary timetable and approval of the EPP”. The text will be, as expected, tabled in parliament in June.

The NGOS have welcomed the news of the postponement of the text, seeing it as the will of the government to strengthen the national goal in the field of ecological transition, but they are more careful. “What is missing, what are the means of concrete action to achieve this goal.
