The How:
A very large area of high pressure will suppress precipitation chances to near zero the entire day, leaving just sunny skies.
High pressure causes sinking motion in the atmosphere, which leads to the air drying out significantly becoming very stable. Since rain and snow showers need moisture and instability to form, this is why chances are so low.
