The synthetic index of “Moral decision-makers” is the average of the indices collected on each of the recurring questions of the barometer of the decision-Makers “ViaVoice-HEC Paris-The Figaro-BFM Business”. The questions, always the same, number 5: do you think that within a year, the level of life in France overall will it improve or degrade? the number of unemployed will decrease or increase? your financial situation will improve or deteriorate? your employees are currently motivated or not motivated? the opportunities to advance your career are strong or weak? For each question, the index is the difference in the percentage of positive responses and negative responses.
This index is measured since February 2004 and thus offers a good indication of the variations in the time depending on the events that occur: stall (from -9 to -20) in the spring of 2006 at the time of the manifestations anti-CPE; passing a positive (-12 to +1) after the election of Nicolas Sarkozy in 2007 (the only time in 15 years that the index showed in green); the fall (-24 to -42) in September 2008, following the bankruptcy of Lehman Brothers; the plunge (from -25 to -55) in August 2011 at the time of the debt crisis in the euro zone; the rebound (from -48 to -38 in December 2013 with the announcement of the pact of responsibility; the hope (from -21 to -9) in the spring of 2017 and the election of Emmanuel Macron. At -15, it finds its level of a year ago, after falling to -29 in the beginning of the year in the midst of a crisis of the “yellow vests” and be moved up to -11 in the previous wave in June, just after the release of the grand national debate.
Now, ViaVoice, and HEC Paris will present their analysis on the subject every two months, in every publication in Le Figaro of the “Barometer of the decision-Makers”. This new wave -the number 10 – was carried out from 28 June to 2 July with a sample of 402 decision-makers, to be representative (according to the method of quotas applied to the criteria of sex, age, public sector or private sector) of the population of executives residing in metropolitan France.

By the early summer of 2019, hopes the economy are part showered. While the morale of the decision makers had known a dynamic had been evident since January, portending the possibility of an enthusiastic soon to be solid and found, today it is a kick-off that prevails.
At the root of this caution is a bundle of uncertainties, both personal, but also on the reforms to come, and more broadly the stability of our financial system.

The trust, in any case, is impaired. In an issue of the barometer, 60% of decision-Makers and 61% of the public believe that nobody today is able to speak in their name. Asked to comment on the degree of proximity of some senior political figures with the concerns of the French, the opinions, however, diverge depending on the category that expresses itself. For policy Makers, it is very clear: those who have the best understanding of the French is Emmanuel Macron, who receives a score of 4.7 out of 10, thus below average, ahead of Jean-Luc Mélenchon and Olivier Faure (3,4 each), Marion Maréchal and Marine Le Pen (3,3 each), Christian Jacob (3,1) and Laurent Wauquiez (2,8). But for the general public, the order is different: Marine Le Pen spring in the head (4.1 on 10), in front of Emmanuel Macron and Jean-Luc Mélenchon (3,4 each), Marion Marshall (3,8), Olivier Faure (3,6), Laurent Wauquiez (3,3) and Christian Jacob (3,2).
