another voice. A few days of the official end of the great national debate, the Conseil économique, social et environnemental (Cese) makes this Tuesday its copy. The institution makes its own suggestions and makes twenty proposals to “reconcile France”, characterized by “fractures” and “transitions” massive. Reported by the former chair of the environmental Authority Michel Badré and the chargé de mission in the CFDT Dominique Gillier, this opinion has been adopted in the plenary session this morning, in the presence of prime minister Edouard Philippe.

“The French society is crossed with fault lines deep,” says the report: rich and poor, included and excluded citizens “who decide and those for which it was decided”… These inequalities “contribute to the weakening of our social pact”, and are reinforced by recent developments, as the increase in expenditure constraints and energy prices, the stagnation of purchasing power, or the weakening of public services. Symptoms stoking the impression of a social divide, which is reinforced by inequalities in access to employment, in particular youth, women and persons with disabilities.

In addition, the territories outside the cities suffer from a “sense of stall and surrender” in the face of urban centres, connected, dynamic and powerful. “The small towns and even medium-sized cities feel disconnected from the cities creating wealth and jobs,” notes the opinion. Decommissioned, disconnected, and ran full force by the start of the public services, these peripheral areas are also freed up by the switchover to digital and pay the price of ecological transformation through the increased costs of fuel.

If nothing is done to address these many fractures, they will only get stronger under the combined effect of demographic changes, economic, digital and environmental that affect the French company. “Is finding more global deterioration of confidence in the democratic functioning” seen as “failing” by many citizens, therefore concludes the Eesc.

Twenty proposals to “restore confidence”

Since then, the institution intends to propose solutions to address the concerns of the French. Its suggestions covering a broad range, from education to industry to ecology, the purchasing power and the housing. All in all, these themes are at the heart of the great national debate, and often come back in the on-line contributions. In terms of employment, the Eesc recommends in particular to revitalise the industrial fabric through a “multi-annual programming” to have a “long-term vision and set of public policies accordingly.

On the social level, the institution recommends combat pay inequalities between men and women, to create a minimum social income guaranteed in place of most of the “social minima” and improve the value of retirement pensions and social benefits in line with inflation. The notice also advocates a fair taxation increased, thanks to better transparency of the remuneration and benefits of corporate executives, elected officials and public servants. This work must be coupled with a reform of global taxation, including a review of tax loopholes, an increased taxation of multinational companies, as well as a fight in-depth against the tax optimization of the companies.

For the Eesc, the enterprise must take part in this project by improving their governance, for example, the call for more administrators, employees, or developing social dialogue between workers to form a “space-formal expression” aimed at “improving the quality of life at work”.

Finally, the institution makes recommendations to improve the daily lives of citizens, especially in rural areas. The opinion notes that a “basket of public services daily, and proximity” should be retained, with a host of dedicated territory-by-territory, which may be fixed or roving. The Eesc recalls the importance of developing access to internet for all, access to health care, to transportation networks as well as to housing. “Re-establish the entirety of APL”, establish a “rent” for the taut areas or the establishment of a “mobility cheque” are part of the proposals made in order to achieve these objectives.

proposals citizens ‘ complementary

notable Absentee, the famous “RIC” is not part of the recommendations of the Eesc. Moreover, these proposals are complemented by the recommendations of a group of 26 citizens “invited to participate in the preparation of this notice”. Bruno, Lydia, Djamila, Anaïs, Gaëtane, Nadia and Jerome, consider that the social movement of the “yellow vests” is the “resurgence of problematic or poorly treated since tens of years.” If many of their ideas match those of the Eesc, other provide further insight, such as the call to fight the “waste of public money” by reducing the expenses of the State, or the will “to stop the expansion of supermarkets” business to protect the activity center of the city.

“We want more closeness and the restoration of the social fabric for the better living together”, stated the interviewed citizens, who take the opportunity to warn the government on the outcome of the grand debate: “if the association of citizens even in the working groups of the Eesc should remain in the experimental stage, it would be the lack of real will transforming the mode of production of public policies”. A statement which would certainly not appease the protesters.
