The Czech President Miloš Zeman has commissioned election winner Andrej Babiš with formation of government. Babiš said he wanted to form a minority government with his party ano, to be supported by independent experts. He wants to present a government programme until Christmas. In order to be able to govern, Babiš has to make a vote of confidence in Parliament. Zeman announced, however, that Babiš would not have to have a majority in order to be appointed prime minister.

The House of Deputies is to come toger in Prague on 20 November at its constituent meeting. Zeman said he would Babiš after resignation of previous government swear. If he loses vote of confidence, he will again entrust him with formation of government. If Babiš also fails in second attempt, future President of Parliament would have to appoint a head of government. As Ano is strongest party, it should be given to President of Parliament – election of Babiš would be secured.

The 2011-based party ANO – its abbreviation stands for “Action of dissatisfied Citizens”, “ano”, however, also means “yes” – had won at parliamentary election in Czech Republic on 20 and 21 October 78 of 200 parliamentary seats. The remaining mandates went to eight or parties or groups, none of whom have agreed to rule in a coalition with Ano. They regard billionaire and media entrepreneur Babiš as unfit for office of head of government, since accusations of EU subsidy fraud have been made against him.

Resistance to party

“We will form a minority government and try to convince members and representatives of or Parties with our programme,” announced Babiš. He promised to raise pensions. He also refuses to mention a date for accession of Czech Republic to eurozone. The Ano had denied ir election campaign against corruption, reception of refugees and euro.

After election, right-extremist party SPD offered ANO as a coalition partner, but Babiš refused. So far, only Communists have been able to see that y can support new government. Their 15 seats, however, are not sufficient for a majority.

The chairman of Conservative Party TOP09, Miroslav Kalousek, called on or parties to a blockade in Parliament: “A party of Ano, which reigns without confidence, so that in our opinion limit to arbitrariness would be exceeded”, Said ex-finance minister.

Minority governments had given it in Czech Republic from September 2006 to January 2007 under Mirek Topolanek and from 1998 to 2002 under today’s President Zeman.
