All democracies are built on symbolic spaces in common with those who identify majority of its citizens. The more, better. The Transition offers many examples of se efforts for acceptance of symbols that were not initially own but that he wanted m to be shared. That’s why, when right came to power, it had to have taken out remains of Franco from Valley of Fallen: it is unacceptable that, in a country in which no evidence of legal or institutional dictatorship, its maximum representative follow buried with honors in a space impossible to fit into symbology democratic common.

exhumation of The remains of Franco arrives late, despite fact that re have been plenty of moments to do so. A research expert on Valley of Fallen, in charge at time of Zapatero, asked for it in 2011. A report presented to Human Rights Council of UN in 2014 claimed again Executive resolved “urgently” to this issue. And in may of 2017, Congress of Deputies adopted without votes against, but with abstention of PP, a law proposal calling for transfer of such remains. The Governments of Rajoy both ignored suggestions of experts, a mandate of United Nations and a decision of deputies. It was a missed opportunity to reinforce what had to be has always been a policy of State-ending anomaly of which is a monument to dictatorship while Franco follow staying re.
formula for The Government to justify exhumation is an argument that already appears in reports of experts and of UN. The special rapporteur on promotion of truth of United Nations explained: “it will Hardly be thought of as a place in favor of peace and reconciliation while you are still in centre of monument grave with flowers to a dictator”. Not necessary to add anything more.
