The Institute publishes a map of the companies, projects and challenges of the three current calls. 42% of the proposals have satisfactorily completed the first of their development phases
January 17, 2024.- The National Cybersecurity Institute of Spain (INCIBE), an entity dependent on the Ministry for Digital Transformation and Public Service, through the Secretary of State for Digitalization and Artificial Intelligence, has awarded to date 150.5 million euros to a total of 82 companies, within the Public Procurement of Innovation (IECPI), for the development of 142 different projects. This strategic initiative, the largest in the world, aims to develop solutions and services of high innovation value, in terms of cybersecurity, strengthening capabilities and promoting talent.
INCIBE’s IECPI is endowed with a global budget of 224 million euros, within the framework of the Recovery, Transformation and Resilience Plan (PRTR) with financing from the Next Generation EU, with the objective of strengthening the capacities of citizens, SMEs and professionals and promotion of the sector. Currently, the IECPI has three active calls. In all the European funds of the Recovery, Transformation and Resilience Plan (PRTR), INCIBE manages a total of 564 million euros, of which 418 million are applied to the objective of developing cybersecurity capabilities within the framework of the digital sovereignty strategy European Union, and of which 346 million have already been awarded, among which are those assigned to the strategic initiative of Innovative Public Procurement.
Phases of each innovative public procurement project
The development process of each project has several phases. In the first of them, each company presents an innovative project, which is evaluated by a validation entity accredited by the National Accreditation Entity (ENAC) or equivalent entity of any Member State of the European Union, which certifies that its proposal complies with the innovative objectives of this initiative. Likewise, each company has the flexibility to propose the schedule and collection milestones associated with the project. The contracting bases are included in a public regulatory document and accessible through the INCIBE website.
Thus, all development processes, project monitoring and financing by the successful bidder companies are established from the beginning of the initiative. Additionally, INCIBE, with the aim of helping some companies that are finding it difficult to obtain private financing for the development of their solutions, is evaluating the approval of complementary measures that help companies carry out their projects.
The three IECPI calls have begun their execution between June and September 2023. INCIBE positively values that, to date, 42% of the proposals have satisfactorily completed the first phase that allows access to the first of the collection milestones of the financing provided by INCIBE, having achieved certification that the proposed solution is innovative. At this time, these companies have already started the prototype development phase.

INCIBE has published a map of the companies and projects that make up this initiative, and in which you can also see the different challenges to which each of the companies awarded the projects of the three current calls have applied and from which province they address the innovative project. The map will be updated as there are new developments or new projects are incorporated into IECPI.
