Passenger cars A that are not ‘registered’ in Madrid, those that do not pay the Mechanical Traction Vehicle Tax (IVTM) in the capital, will not be able to circulate on the M-30 from January 1.

Yes, the access of light goods vehicles (those weighing less than 3,500 kilos) with label B to the interior of the Low Emission Zone (ZBE) Central District, has been extended throughout 2023, the Madrid City Council recalled in a statement. The moratorium was approved in the December plenary session with the support of PP, Cs and Vox.

The Consistory justifies the restrictions on the most polluting vehicles, those with environmental classification A, based on the Sustainable Mobility ordinance “to continue improving air quality”, in addition to “complying with the European directive”.

This is in addition to the measure implemented on January 1, 2022, which limits access and circulation to this type of car inside the M-30 ring road.

The City Council has pointed out that with the actions implemented, the accesses of A passenger cars inside the M-30 have been reduced by 64.5% between June 2019 and September 2022, with 544,033 accesses compared to 192,799.

The Environment and Mobility area will establish a special surveillance operation made up of mobility agents to guarantee compliance with regulations on the M-30 and its interior. The troops will be placed in random positions.

Access not allowed to Madrid ZBE, as with the other low emission zones, meant until March 20, 2022 a minor traffic offense that could be penalized with 90 euros (half for prompt payment).

With the modification of the Traffic Law, from March 21, 2022 it is sanctioned as a serious traffic offense, with a fine of 200 euros.
