The executive is also asked to act by one of the main administrative courts, as the Council of State has lifted Saturday evening, the prohibition of gatherings of more than ten persons, imposed in the framework of the state health emergency, thereby restoring the freedom to manifest, in respect of so-called “barriers”.
While a prohibited demonstration against the police violence and was attended by 15 000 people in Paris this Saturday, the judge of the Council of State believed “that the ban on protests is not justified by the current health status when the ‘measures barriers’ can be met”. Recalling that “the freedom to demonstrate is a fundamental freedom”, it indicates that the prohibitions may be ordered only “where such measures barriers can not be adhered to or that the event will bring together more than 5000 people”. The preliminary declaration will still be mandatory.
What measures for phase 3 of the déconfinement ?
Emmanuel Macron could discuss the conditions under which the phase 3 of the déconfinement could unfold. The latter is expected to start from June 22. Beyond a point on the situation of the epidemic, several issues could be addressed. The question of schools is very expected. The health protocol could be made more flexible.
