A bunch of people gar in autumn drizzle in a parking lot in south of Leipzig, in front of a wall topped by thick spirals of barbed wire. People are waiting for steel to open, behind which ir relatives and acquaintances live. Or after you just want to look at it, because you hear a lot about conditions here, as a visitor says.

It is public day in prison line in Leipzig. Day of open door, management did not want to call it, it would also be inappropriate. While a total of more than a hundred visitors are led through creative space, sports hall, library and cells, prisoners may not even take yard, i.e. ir only two hours in fresh air, on this day. Officially to protect your personal rights, it is unofficially said that administrative burden is simply too great. There are too few officials who can guard regular digestion during guided tours.

This is a small nuisance for prisoners, but it is symptomatic of a major problem: Saxon prisons are heavily overloaded, care of prisoners suffers. Drug use among detainees is increasing, as are suicides and mental illnesses. It was only in August that a prisoner, who could not have been in solitary confinement due to his fragile mental state, committed suicide in JVA Dresden. In a letter, a fellow inmate wrote that ruling neglect of day brought more and more prisoners to ir spiritual limits by a part of 21 hours of confinement. The burden of staff shortages could not be good for prisoners or staff. And terrorist suspect Jaber al-Bakr also killed himself in custody of JVA Leipzig last year, although he was under constant surveillance.

    Emergency Situation with intermediate solutions

The day of public does not notice much. Logically, normal operation is exposed to inmates in ir cells. The hallways work calmly, location is arranged. It is hardly conceivable that hundreds of people will be pushed here.

“The prisons in Saxony break apart,” says René Selle, spokesman for BSBD Sachsen, Union for penitentiary. Apart from one, prisons are all fully occupied, in some cases even beyond maximum occupancy: only JVA regis-Breitingen is 67.9 per cent as part of occupancy rate, all or prisons are between 92.1 per cent in utilization values ( Bautzen) and 108.5 percent (Chemnitz). The utilization limit of a justice correctional in Germany is 90 percent, in order to maintain administrative structure and to be able to act sensibly.

Under this overcrowding, prisoners suffer: additional mattresses were already placed in already small cells, as a prisoner from JVA of Leipzig told. “We just don’t know where to go with prisoners,” says Selle. Susann Mielke, press officer and social worker in JVA of Leipzig, is denying this. The occupancy is very high, but predetermined load capacity of detention room is not exceeded.
