The Government has included in its anti-crisis decree an extraordinary offer of public employment of 1,000 places in local entities to be in charge, among other matters, of the execution of the investments of the Recovery Plan financed with European funds.
This is reflected in the decree that was published this Wednesday in the Official State Gazette (BOE) after it was approved yesterday by the Council of Ministers. As explained, the execution of this public employment offer must be carried out within a non-extendable period of one year from the publication of the respective calls.
For the extraordinary call for these public employment positions, the Government alleges that local entities must have enough personnel to carry out the functions of public faith, mandatory legal advice, control and internal audit of economic-financial and budgetary management, and the accounting, treasury and collection, whose administrative responsibility is reserved to the Scale of local administration officials with national qualification.
However, the Executive specifies that the current reality “evidences a structural problem” of coverage of the reserved positions, which is caused by the deficit of career civil servant personnel with national qualification.
For this reason, this call for 1,000 positions has been carried out additionally and complementary to the public employment offer corresponding to 2022. In the calls made for the positions that are now authorized, the corresponding subscales of those provided for in Article 92 bis of the Law regulating the bases of the local regime, as well as its territorial distribution in proportion to the number of vacant posts in each Autonomous Community.
The Government considers that it is necessary to immediately strengthen the personal resources assigned to secretarial functions, including public faith and mandatory legal advice, control and internal audit of economic-financial and budgetary management, accounting, treasury and collection, and legal advice, necessary public functions in all Local Corporations, whose administrative responsibility is reserved to local administration official personnel with national qualification.
