One of typical questions in German households is: can this be in yellow sack? It is symptomatic of confusion that exists among many citizens around issue of rubbish. There are now also very good things to separate. With or issues, confusion continues in municipalities and industry. Most people only remember green Dot, but ten companies have long been involved in it. They take care of recycling packaging waste and wrestle for proceeds from licenses that manufacturers of products for disposal of packaging pay. With money, ten companies in turn commission those companies that do real work: Disposers and recyclers.
In all criticism, it can be forgotten that dual system has done a lot of good in 27 years of its existence. Today, with a sophisticated machinery, it is possible to devalue many so-called waste materials. And because Germany, sooner than ors, started with separation of waste, necessary technologies have become part of export hit.

But: dual system does not work out itself. It will only be profitable, even lucrative, through royalties. That is why once as a state in state criticized society ” Green Dot-dual system Germany” got so much competition. The advantage: There is a competition for cheapest royalties. The disadvantage: The industry has become so cluttered that competition is no longer based on fair rules.

Why? Companies in dual system basically do same at similar cost. If more than 50 million euros are missing, it is obvious that differences in royalties can be explained less by efficiency advantages than by cheating. Incorrect information on licensed waste quantities can easily be distributed to or suppliers. In this respect, doubts are attached to meaning of equal ten companies in dual system.
For more order, at least 2019 should provide a supervisory body, which is foreseen in New Packaging Act. If companies are forced to calculate ir license fees more correctly, business of some companies will no longer be able to carry. It would be first step towards a clean-up of market.
But is it enough to make citizens ‘ eyes easier to see? No. The experts of dual system are often amazed that many people perceive separation of waste as complicated. They keep everything simple. This shows that even in communication re is still a lot of failing. The citizens do not want to have to think about wher something belongs in barrel or yellow bag every time. Especially since you still have a very different problem to solve: who actually brings trash outside?
